Its contribution lies in cultivating and preserving quality of life in the broadest sense: from the quality of apples and air to the quality of education, art, and human relations. It is the eternal "soul of the nation," its creative laboratory and a quiet but unyielding stronghold that will survive any change, because its essence lies not in functions, but in the elusive yet enduring spirit of the place.
