Thanks to the powerful Saturn in Capricorn and Jupiter in Virgo, the city will not be a noisy, flashy center (like a capital with Leo or Aries). It is a quiet haven where important decisions are made, where the elite bureaucracy works, where archives and courts are located. On a national scale, it is an administrative and educational hub. In the world, it may be known as a "City of Peace" (thanks to the Grand Trine with Chiron), a venue for summits or a center for conflict resolution. However, its dark reputation (Neptune/Lilith in Scorpio) could make it a center of espionage or "dirty" deals.

San Vicente exists to become a "Crucible for laws and destinies." Its mission is to transform the chaos of human passions (Mars/Uranus) into structured, just (or at least formally just) systems (Capricorn). It must teach society the balance between order and freedom, between service and power. Its contribution to the world is the creation of governance models, legal precedents, and educational methods that will be in demand for centuries. This city is not for quick victories, but for the slow, persistent construction of the future, even if every stone of that building is washed with the sweat and tears of its citizens.
